People Wash Statue Under Pouring Rain

It heavily rained throughout the morning in Yerevan. In controversy of yesterday’s pleasant and warm weather.
And as I was going to university this morning, I saw quite an entertaining scene which made me smile. When I was behind M. Saryan’s statue I saw a man cleaning it with a swab.
“Well,” I thought, “maybe they’ve decided to clean the statue while it is raining, so not to waste water on that once again.”
But then I turned the corner and saw something even more amusing. The city authorities sent a water tank for watering. I wonder what was the purpose of this: washing the monument under rain.
I can assume, later they watered the trees and the grass…
